TIER 3 · REPORT

One monthly assembly, two audiences, no duplicate work. FORM 610-R is the one page the owner reads — first Friday, four minutes, no meeting. It is also page 1 of FORM 610-M, the board pack the CFO and board read behind it. Same numbers, same close, same tie-out.

Weekly client reporting was retired on Aug 1 '26. At weekly sample sizes a per-desk rate move of four to seven points is inside its own standard error, and coaching a human being on noise destroys trust in the instrument. Monthly is roughly four times the sample and the movement becomes real. That is the whole reason, and it is a statistical one, not a commercial one.

THE CADENCE THAT SLIPS MOST — NAMED, MEASURED, AND FIXED IN THIS REVISION (RULE 6)

247-L, the desk ↔ media loop, slips more than anything else in this system. It ran 4 of its last 6 scheduled occurrences across two quarters. The cause is structural and it is not laziness: 247-L is the only recurring event that needs a client-side desk manager and an ADMEN media owner in the same thirty minutes, and neither of those two people has slack in their day. Both misses fell in the last week of a month, when desk managers cover shifts. Fix in this revision: 247-L moves to the day after the 610-M pack review, when the desk managers are already assembled and already in the numbers. It stops needing its own scheduling act.

Second-worst: 247-K at Riverside-09 — 9 of 13 weeks in Q2. Client-run means it runs when the desk manager is on the floor, and that desk has been short-staffed since May; the permanent hire has been open 47 days. Group-wide the huddle ran 132 of 156 scheduled sessions (85%), and Riverside alone accounts for four of the twenty-four misses. Fix: a written 12-minute fallback version the assistant manager can run without the desk manager present. We are not going to solve a staffing problem with a reminder email.

What does not slip: 610-R and 610-M have shipped on the first Friday every month of this engagement — twelve for twelve. The one date that moved was Jul 3, a federal holiday, and it moved to Jul 7 by the rule written above, not by anybody's convenience.

READ-RECEIPT INSTRUMENTATION — THE CADENCE MEASURES ITSELF

Every 610-R / 610-M send is instrumented per named recipient, and the result is printed in the readout's own footer. Trailing three sends: 13 of 15 opened — 87%. Median time-to-open 2h 41m; median time on page 3m 12s against a four-minute design target. One June copy went unread; we called on day 3 and it was opened on day 9. The standing rule: if a document's open rate falls below 70% over two quarters, we change it or we stop sending it, and we report which of the two we did. An agency that does not measure whether its own reports are read is asking to be taken on faith, and this system does not run on faith anywhere else either.

and most of it went unread — the reason 247-R is retired, stated in hours
